Some sources say the Enterprise-B was meant to be a cloak detection cruiser to counter 'Fire while Cloaked' Klingon BOPs...the Klingons, even though they were talking peace with the Federation, were most likely still exploring the possibility of the design..so the new Enterprise had the best sensors that Starfleet had to help detect these vessels...
