the return of the scimitar (again)

The Tavara for the next patch is the only Romulan warship equipped with an advanced cloak (undetectable by normal detection systems) after you purchase the system refit. More Romulan vessels will get advanced cloaks with the upcoming Romulan redo in patch 9 etc.

The Scimitar will not be included, ever, as a buildable unit. The Remans are broken slaves and will not see the light of the Romulan sun ever again.

We'll I think in game mechanics it should just have an advanced cloak and it can keep shields and weapons onlne while cloaked, losing a small percentage of special energy for each shot, or just a timer on the cloak.
