u get given the first talon for free as well. with easily enough res to refit it as needed.

the romulans will get more cloak detect, so the talon shouldnt stay as good as it is.

Really? Rumors are just rumors :)

Talon on patrol = free kill for me.

I've never seen somebody use a Talon like that succesfully, nor have I ever encountered someone who could use a Talon to expose all my ships and attack them. Not only do you have to micro the Talon after where you think your enemy cloaked (assuming that all their ships are stupidly in the same fleet), but you have to micromanage your own ships after them (assuming they fast enough to get there). That's why you never cloak in the middle of a battle with the Romulans - that's where their true advantage lies if they have the Talon :)

scout first lol. build a second talon refit the second of course. that way you are only really paying for 1 fully refit talon. i didnt mean refit the first talon u get, that goes in your enemy's base.

by patrol i mean near your own base. just to force away cloaked scouts. if u let your talon get too far it will die. the enemy will have to either waste time microing scout or leave scout in a safe position where less intel is possible.

the talon can sometimes scare people as well. even if not refitted, keep it decloaked and fly it around quickly. may scare scouts away lol

Hehe, I don't think it will scare anyone away, as you can see if a ship is a refit or not.

You can have your cloaked scout off to the side of a base (away from starbase weapons), and still get a good view of things.  I mean, you can see everything that is going on around there; and if you're smart, just put your scout in an out of the way place.  There is a recent youtube vid of Boggz having an uncloaked federation scout scouting a borg base's collective uplink, so he could see what is being built.  Cloaked scouts have an even easier time, even against the long ping interval talon.

that requires heavy micro of scouts. which is less micro of other stuff. which is good. then the talon can go sweep exp as well. if enemy isnt watching carefull u get a decloak. u can then laugh at enemy.

I've set Fed scouts to sit next to dilithium moons at green alert. Sometimes noone does anything about them the whole match. Can do the same to bases, but gotta be careful about ships leaving yards crossing paths with the scout. Other people have tried it on me, but I tend to upgrade sensors early and I notice things like little scouts on the edge of my sensor radius.

Talon and Venture are perfect as they are. I do not want them to be reduced so I can't find cloaked units anymore.

The Talon is really fine atm it is meant as a chaser unit to finish escaping ships while cloaked. One more option for offensive cloak detect and Rom is fine. Maybe reduce the supply cost for pinging all cloaked units...
