I like this idea but i think it would make more sense if it were incorporated into new avatars. Our two current avatars are both from the Tal Shiar and ideally they could get Tal Shiar resources without having to make such bargains.
I think this idea would work best with new avatars that are not a part of the Tal Shiar. Take my Pro Consul Tomalak idea that I posted a while back for example ( Star Trek Armada II: Fleet Operations - Romulan Avatar Ideas ). It would make sense if an avatar like this had this ability due to their overall connections in the Romulan Star Empire to begin with.
