Tal'Shiar warpin

Here's a nice crazy idea, give the romulans a warpin:
We saw the Tal'Shiar operate some ships occasionally in a1 and trek (to a lesser degree). We also saw the military make a deal with the Tal'Shiar in a1, where sela bargained with them, gaining their help, but had to repay them later. That's what I'm suggesting. Not a distress call like for fed warpin, a deal with the Tal'Shiar, they help you out now, you help them later.
From Tal'Shiar Academy you can get a warpin of a powerful ship. maybe 1 D'Deridex or 1 Norexan (ranked probably, as the Tal'Shiar are sending valuable operatives). Alternatively you could get 1 Griffin and 2 Shrikes, or just 2 Griffins. Something along those lines.
It's free for now. They always warp in to your Tal'Shiar Academy, because they observe radio silence until they arrive, and aren't under your command yet.
Later on (a few minutes irl?), they take back the ship/s they lent you and demand 1 of your officer ranked ships for a "mission" which they wont tell you about, they keep this ship forever. You can pick any officer ranked ship to send back, they will presumably use a big ship for combat and a little ship for clandestine stuff. Maybe they also want resources if needed for balance. You can't warpin more until you give back this one first.
When the demand comes in, the Tal'Shiar Academy wont be able to do any research or call in anything else until you send the Tal'Shiar an officer ranked ship. All the buttons are grey, except for one, which is a new weapon, you use it to select your ranked ship, which immediately warps out. Now your Tal'Shiar works again. If you wait too long and annoy the Tal'Shiar by not sending a ship, they take more resources and you never can call upon them again, and your Tal'Shiar goes back to being research only.
If you are wasteful and let the Tal'Shiar's valuable ships die to Klingon Targs then they take resources instead, probably quite a bit of them too.
Would have 2 cooldowns. first between getting your ship and giving them a ship. then a second before you can make another deal. would be at 1.5 x the time of fed warpin.

With the current strengh of the romulans any form of warp would push the balance way off. Not a good idea.

Good concept, but I think a little too complicated. Also I think instead of warping in the ships should decloak

yeah that does sound better

about its complicated, the talshiar are complicated

i was trying to think of an original way of repaying the talshiar without it just being you pay the ship's build cost. i'd appreciate any ideas on ways to repay the talshiar.
about balance, that could be fine tuned by adding a longer cooldown and making it cost a bit more.
also right now, talshiar does very little, if u go talshiar, thats a good amount of money gone, and u still need research institute/upgrade facility for the more common build orders. talshiar currently gives you no ships early on. serkas and norexan are very expensive.
maybe an extra balancing force, require the talshiar facility to add an extension that allows more talshiar operatives to be based at your base, and thus grants you the ability to do a deal with the talshiar. that way even when talshiar is more common again in the future, you will still need to add an extension to get the talshiar help.
the way i imagined it, in the time sfc will pull you 2 warpins (6 ships) you would get 1 warbird. maybe 1 or 2 silver bars. maybe unranked if necessary.

To not make the Romulans overpowered All costs involved need to be high. So Just a thought to repay the Tal'shiar, they get All opponent's captured ship that was gained from any battle their assistance was in . If it is a opponent constructor captured, one ship of the ships responding is yours to keep. If no ship is captured the Tal "Shiar costs are 5,000 Dia. 10000 Tri and 1000 points for their assistance , along with 3 of you upper tier ranked ships or 1 veteran ship. Doing it that way you have to be asssured the good outcome . Not doing so you cripple your playing ability to pay for the assistance you recived.

To be honest, going tal shiar seems cost enough 
Could just ramp up either the cost or tech tree position of the TSA and not make the ability too expensive.

whoa dont you think thats a little extreme? it turns it into win and get to keep 1 ship, or lose and all your money and your 3 best ships go away. nobody in an online game should even have 5000/10000 stored up.
i find the idea of capturing ships to give to them interesting. but i dont think the talshiar want constructors and miners (any blueprints stored would be wiped when getting boarded). but maybe the talshiar would want combat ships as they could disassemble them for tech secrets. even though its interesting, the romulans arent really a capturing race (thats borg klink and dom).

They'd get paid by the experience their crews gained. How about instead of a one-time resource cost, the tal shiar ships would cause a small but constant resource drain.

I really like the idea of making a deal with the devil... Tal'shiar. Have one ranked warbird decloak right out of thin air behind an enemy fleet in the middle of a battle would be awesome. The long term resource drain sounds like a real cool idea. Short term gain versus long term disadvantage. Could be difficult to balance for early game though...

As i understand the Tal Shiar reinforcements would be called in from the Intel Center which removes the early game question. It would be available mid-game at the earliest.

actually i said Tal'Shiar Academy, because that currently has little use (and it has Tal'Shiar in the name

then i realised that when the Tal'Shiar Academy gets its usefullness back, this warpin will be easily accessible in common build orders. so i suggested having an extension on the academy which costs money and allows you to house more Tal'Shiar dudes, hence gaining enough contacts with them to make deals.
