damn it, i would love to join the fight but unfortunately i havent played c&c much 
on topic. i believe that passives are a good way to go vs the spam

Hehe, CnC and RA1 were fun - spammy, but fun. Common, don't you know your 'first' RTSs 
With the right adjustment the passives should be able to control spam much more as they are harder counters than simple pulse/torp/beam categories combined with size ranges. For instance, A-26 Bombers will eat Leahvals alive, so use Rhienns against Bombers, and Leahvals against Bugs, and Bugs against.... you get the picture!

It will be definitely interesting to see how the passives do. I'm hoping that the Dominion's new cruiser will help them, as right now you have to spam about 16 bugs before you get the economy to move upward. Unless you spam breen cruisers or tech up to B5s, which is pretty lame.
I like bugs, but I don't want those nasty K'vorts to eat them before I can get my S-2s up!

Poor Dommies don't really have much in the way of a core ship beyond Bugs. Sadly bugs just are mowed down by the uber-sexy kvorts

I agree i dont like the ships cap, however dom i disagree with you, you should not balance to fix it
you can not balance the ships to fix spam
if you take a ship that is spammed and is very powerful and balance it so that it is less powerful then you must make another ship of that race more powerful, "Every action has a reaction equal in magnitude and opposite in direction" (Issac Newton) so, therfore you would have to give another weaker ship more powerful,
it also goes with those who complain about units that are two strong now some of this really are(old norway as some said)
so if you just take away the power from a ship that is powerful for that race then that race is weaker because it had no ship gain power,
if you do follow newtons 3rd law, and make another ship on that race powerful, then all you are doing is equalizing the race, and if you do this to others then every race is the same, they all will be equal and them game wouldnt be fun

so the devs do this

both ships now have the same stregth and such
so in conclusion, i do not belive that you can balance ships that are deamed two powerful or spammed to much
So therefore the only option i see, which is an option i do not like, would be to cap ships
As i stated i do not like capped ships, however in the game this is implemented for the avalon and phalanx, my question is why only for avalon and phalanx?
So just to restate, i think the only way (there could be somthing else) would be to cap ships, so therefore though i dont like it, maybye we need to think about creative ideas for caps: here are mine
Since as boggz stated this is fleet ops not base ops, then maybye have caps that are affected by ships, this would encourage players to build there fleets up instead of spam,
For example, and note that im not saying these paticular ships: you cant build more then 5 sabers before you build a intrepid and then you cant build more then 8 intrepids before a akira, and so on and so on
and it could work with all races besides borg,
maybye even make it no more then 8 intrepids before 3 akiras, because what your doing is making sure they mix there fleet up without imposing a solid cap on them

I'll answer that in three words: Will Not Happen.
It's the worst possible "solution" to an RTS: basically forces you to play in one specific strategy and wrecks any chance at creativity.
Incidentally, the reason why special ships are capped in Fleet Ops has been explained before

says modern rts, not first rts. it introduced a lot of important stuff, the older rtss were probably crap, hell dune ii was probably crap compared to fleetops, but its still not first
