They have been that way since Armada 2 Stock, however you can set these values for each ship individually by making the entries in the ship's .odf's as well.

Yes, that's of course why Martok gets increased strengths - the rates/distance/size are still universal, not faction or ship specific.

I agree with yandon. I would go as far as to say that some ships like the Saber should only transport 1 crew per second. After all, boarding just isn't something it's been designed to do, ever.
On the other hand, battleships wouldn't be overpowered with 4, perhaps 5. Boarding in general is difficult for this game, even for troopships. One of the biggest problems is the tendency of ships to fire 1 last volley when a ship switches from "boarding" to "derelict" as this can easily destroy the ship you were trying to claim.
I also agree for Borg assim, their small ships should be less effective while their large ships need more varied ways of capturing ships. I've proposed in the past that the Assim Avatar receive a cube module that acts like their incubation chambers, slowly assimilating the crew of nearby vessels. The effect wouldn't be powerful enough to cause significant crew damage, but it WOULD allow borg to claim derelict vessels with less micro after stripping them of their crew with blue beam.

Nah, I think that's too much of a handicap, especially in case an allied vessel loses life support. You're endangered of not being able to help with a fast recrew if all your small vessels only deliver 1 unit per transport (also dangerous if facing Assimilators with lot's of small ships).
Three crew per transport is also less than we were used to see on TV from SF-vessels

I think most vessels could remain as they are now in FO, however troop ships, advanced support ships and battleships should be able to transport more crew. Troopships 12, battleships with allround-profile 6 and advanced support-vessels 5.

Totally logical that some ships should transport more people than others. Exact numbers to be determined when implemented for best balance.

I say make age of a ship a bigger factor then ship class. the saber can have 3, but keep the ambassador class at 2.
This could help with the balance of federation warp in's.

But if you have a fleet of Sabers, you're working with at least 5 anyway so you'll still be able to recrew friendly ships just fine. Or maybe that's just a tactical disadvantage of having a bunch of sabers!
As it is right now, a saber-spam fleet is usually 20+ ships, and can board any standard ship or station in 5 seconds or less. As yandon said in the beginning, this grants an illogical boarding advantage to fleets of smaller ships over larger ships, even troopships aren't as good as a swarm of small ships.

I actually agree on saber's only 1 per second. I mean in actualy trek, it's probably groups of 4-5 being beamed over every few seconds, so the rate of transport would actually be however many transporter rooms you have. I don't imagine sabers, monsoons, or even definats have more than 1. In DS9 the definat's pad was also very small.
The galaxy on the other hand has 20 according to memory alpha. Obviously 20 crew per second would be insane, but it should still be significantly different from smaller ships.
The balance I would like to see would allow fleets of similar cost, but one make up of bigger bulkier ships, versus another of entirely smaller ships, but lots of them, to have similar transport rates when all beaming at the same time. Heck if anything the larger ships should be faster.

Claiming derelicts doesn't take that much micro - just pointing and hitting 't'. In fact, the big benefit of assim-assims is that it drastically reduces your own micro while effectively doubling the enemy's.
