That's the same logic used for letting the current three be built... though I'm not sure that idea quite covers a gamebreaker fleet.

Suppose that's true.

A minor increase in some of the caps would be interesting though.
E.g. the romulan avatar which is only allowed a single Tavara. Let it get a 2nd one.
