yep, we intended to have officer or veteran rank vessels for the "luck-factor", and not with very controlable mechanics. I think thats realistic too. After all you cant predict how long a crew might take to become the cast of a Star Trek show. Some captains just never learn, and some others become little Kirks during academy. Seeing it this way, the Saber example above might make more sense.
Of course we priorized the design-pattern over realistic assumption while developing the experience system.
