That one should be rare, systems are easier to temporarily disrupt than demolish. Even more so with certain Empires.

I've got it.  The bug's ramming speed has a chance to fail (I don't like that, but meh)  So... Why not give the Intel Centre a chance to FAIL?  (ie:  Agent is captured/defects, and reveals all of YOUR units to the enemy)
Those romulans are kina shifty to begin with...

If that was implemented people wont use it at all.

As said before, it already can fail, the chance depends on the rank.

I think there's a little difference between failing to achieve a positive result, and receiving a negative result instead.  Pavlov would have a field day. . .

What if the failure means that the romulan operative gets caught and you have to train o new one so their is an increased amount of time until you can use it again.

Ah ok, this could make uning the intelligence centre more uncomfortable, but still doesn't change it's gameplay behaviour.

that's not bad... but, how about this? alter the function of the spy a bit... set a condition where "if intel center=yes" when you plant a spy, then there's a chance of a spy being captured, and instead of reveling your enmy units, your enemy instead gets a peek at you?

  No, because in the end, all your ships get an agent. It's a 100 % for all stations and ships. Only the attempts to woke the operatives are at 50 %.

Conclusion: All stations and ships from all factions at all times have these sleeper agents, it's like a horror zombie movie waiting to happen.
