Maybe the veteran ability should only disrupt tractor beams or some thing else entirely?

Hmmmm.... The tractor / holding beam disruption would be cool. So basically the initial special would be:
Expanded Warp field - Dogfight range : When active vessels (Or limit it to 1 or 2) within the range of the Niagara's expanded warp field move at the same speed as the Niagara.
Exception: unless the vessel has a higher movement speed.
Veteran ability: Advanced Expanded Warp field - Dogfight range: When active vessels (Or limit it to 1 or 2) within the range of the Niagara's expanded warp field move at the same speed as the Niagara. These advanced Warp fields disrupt subspace making use of tractor beams and holding beams impossible within the field.
Sounds good to me, and with only a 3% chance of getting the Niagara its not like youll have more than 1 running around in game.

Not exactly, because what if you want to use the Niagara to speed up a constructor that's sent to tow a ship that lost engines back to a yard? Wouldn't be handy if the tractor beam would be disrupted then.

Well everything should have an upside and a downside in my opinion. Its not exactly a common scenario in my opinion. Im not saying it couldnt happen though. But its a pretty low chance to actually have all those at once: a Niagara at 3% chance to warp in, and have it survive to veteran and then have a constructor with disabled engines towing a vessel. 
I was thinking more for escaping your vessels from chargh's combat tractor and spheres / cubes holding beams. Most of the time people use em to hold and destroy damaged vessels. The Niagara ability would allow for escape. In my humble opinion the benefits of such an ability outweigh the bad.

You could also make the tractor beam on the constructor not work will in the extended warp field if it is disrupting others tractors it would probably disrupted your own as well.

That's the wrong way around since a constructor tows other ships with disabled engines.

To me that implies it does disable any tractorbeams, and it still would have a bad influence on construction ships which are momentarily used as tugs.

Youre saying that the Niagara could help a constructor escape with a vessel in tow. Gotcha. Well an easy way around that would be to make allied tractors unaffected. Hell for all I care you could put some Treknobabble in the description to explain it.
Something Like this: Within the field allied tractor beams remain functional. The Niagara Class warp field variance is transmitted to other Federation vessels and their allies, thus allowing for tractor beam harmonics to match and function within the field.

We would need a size limitation on the vessels affected by this Advanced Expanded Warp Field. Seriously, do we want to give a Borg Cube, an S-7 or Dominion Dreadnought from a Borg/Dominion player or Ai who just happens to be allied to the Feds the speed of a Saber on Hyper?

Your point being? I never figured out why appearance is always brought up, it's notreally an important feature in a ship. Especially as ugly is relative...

Also it doesn't look much different than an Ambassador-class vessel.
Just the nacelles, the nacelle-count, the bridge-module and the pylons are different.
The rest is pretty much identical.
