Any chance the Federation could get the Niagara Class? It's an Ambassador/Galaxy-era ship, so it should fit as one of the less common Warp-Ins.
According to one of the tech manuals (TNG verion), a third nacelle allows more power to the warp drive. It could get some type of advanced HyperImpulse, with a reduced cooldown period.

i like it as a rare warpin (3% chance)
maybe with the stats of an ambassador but 1 extra to sys and def to indicate newer tech. but not extra guns as the phaser arrays dont look as numerous/mean
i dont think its got hyperimpulse like a sabre, that is newer tech i think.

I think it was previously proposed.
As for the advanced hyper Impulse drive I'd say no because it would make it too similar to the centaur.

Probably was, very long ago.
How's that work? Shorter cool-down has nothing in common with no offensive decrease. If that counts as 'too similar' then the Centaur shouldn't have the ability because it's too similar to the Sabre.
It's also a pure passive, not a special that the Centaur has. So I'm not sure where this comparison came from...
Advanced refit of that tech was the first thing to come to mind for what the tri-nacelle design supposedly does.

more warp nacelles give improved impulse?
i'd go with provide increased defence, like with the rigel. maybe the warp field could reinforce the shields.
i also think something so big shouldnt be getting hyperimpulse. small ships should get that.

An extra nacelle would mean they could put more power into the warp field the nacelles generate, so it would go faster because of less mass. It would effect sublight speed as well as Warp.
A passive that makes it slightly faster than an average ship it size would probably fit better than a defense boost.

an interesting theory, we did see a warp field used for lowering mass in canon.
i prefer to think impulse and warp are independent.

They usually are seperate systems, but that doesn't mean one cannot benefit from the other, even if that wasn't its original purpose. We are talking about a Starfleet ship after all, where thing are often used in ways they shouldn't.
The only way I can think of that a warp field cold be defensive is if it's too strong to be harmed by engine disablers.

its possible as far as canon is concerned. its not what i'd personally do, but it is possible.

How about we concentrate on giving the other races some new ships to play around with first? The Feds have enough toys, now they're just being greedy.

Klingons and Dominion have lotsa shipclasses too. They just didn't gain new ones, but surely will.

Also, it doesn't matter that much if other are currently behind, as suggesting something is not the same as asking to put other races on hold. No reason to not make Federation requests just because they're not the main focus right now.

Also federation is and has always been more popular on ST than the alien factions. FO is no exception there, however all the factions got a lot of love so far. They have all things to love, may it be the super-flexible Dominion techtree, the federations big collection of different and even older ships or may it be the micromanagement-intensive Borg (which actually got very cool stuff to play with in the current version too).

Just throwing out ideas here
on the speed theme what if the third nacelle allowed it to extend its warp field around another ship allowing both vessels to travel at the Niagara's speed for a set period of time helping you to retreat one of your slower vessels that you just don't want to lose. With a cool down after it is use to help prevent abuse.
With its veteran ability being advanced warp field control allowing the Niagara to move other vessels with it even if the target ship is being tractor-beamed or has it engines disabled.
oh yah the target ship must be within dogfight range to work.
