combat prooven crews of combat vessels cant do that? 
think about it urself: vessels where the crew is trained for combat, trained to work against ships which also got those ecm stuff. common u cant be serios that a science guy aims better than one that is trained for it

remember: the best knowledge doesnt help if you dont know how to use it

ecm is a technology, it is the sorta thing you hear data spout technobabble about. so who better to find a way to beat the enemy tech than the scientists like dax? worf is an expert tactical officer, but he isnt good at the technobabble, his knowledge goes as far as RAMMING SPEED!!!!

Problem: the enemy is using technobabble to fool your sensors.
solution: MOAR TECHNOBABBLE (ie call dax/data/spock/t'pol/torres/tuvok/neelix)

Alternate solution while Data and Dax technobabble it out Worf takes matters into his own hands. He rams the other ship hoping that it will remove some of their technobabble. While it does remove some of the technobabble on their end because he rammed them he loses some of his technobabble. The effects cancel each other. And Worf is left debating in his head to ram the enemy again or buy Dax and Data a hotel room.....
