Was it not on some sort of "to-do" list. It would be interesting to have defend able planets, perhaps even with some production facility for small spacecraft. If starships such as the Galaxy and Intrepid class were capable of constructing small craft (Delta flier is one such example) why should such facilities not be present on the surface of a planet.

Delta flier is an exception, they had no choice, their regular shuttles kept getting exploded, so the idea was 'lets have special uber shuttle so writers cant blow it up every other episode and keep forgetting how to explain how they dont run out.
But yeah, planets building stuff is doable, seen it done in other mods (forget the name of it, was a VERY poorly balanced mod, even for SP, that goes from launching an apollo spacecraft, and thru the history of space travel and such, with early human stuff built by earth).
Mechanichs wise, I'd see the astroid base as basicly being a planet, with a VERY low pop cap.
As for what they have and can do, depends on teh size of the rock

I'm not sure if it was an exception. I recall reading somewhere starships were allowed to design their own shuttles from 2370-ish. But either way, even with the delta quadrant situation and the super ship voyager factor, a medium/large sized vessels should have enough engineering expertise and hangar space to design and build a new shuttle. Planets would not even have the limit of hangar space while design schematics for relatively low tech vessels such as shuttles would be freely available.

It's the first time it was even hinted at having happened in the show, and Paris had to try just to convince Janeway to let him build it saying that regular shuttle don't cut it in the DQ. The Flyer was designed from scratch and not exactly 'low tech', though.

The asteroid idea reminds me of Fleet Ops patch 2. At one point there was a Romulan ship (either Spectres or D'Deridex, can't remember) that could "phase cloak" and pass through asteroid belts. They were so much fun...and overpowered...

I bet.
If nothing else this will make small ships REALLY useful for endgame use, send em thru a dense astroid field in bulk, hit a target or two, then try to get them to chase you with battleships into the rocks.
Plus it just makes SENSE for 'roids to be passable, albiet with damage dealt, and the bigger the ship, the more it gets hit.
Prehaps add a deflector dish passive for higher ranged and vet units, were they are more skilled at using it, and they get lower odds of damage when passing thru rocks.

When on the subject of map objects, would it be possible to have randomly created NPC bases/structures on maps.
It would be interesting if, e.g. on Asteroid Halma, there would be a small cardassian, Son'a, Ferengi or 8472 base.
