Hmmm.... what if you were to have a winning streak? The more times you win undefeated, the more larger ships you get. Here is how it is.
A matter of honor. If you are winning several battles, your honor is made manifest, more warriors would want to fight with you. And occasionally you'll get more honored houses to join you with better ships including Vor'Cha, LuS'pet, and Vut'pa classes. But for this to occur it would require a lot of victories. Because you only climb the scale very slowly. Now, exactly what is it that makes it to where you do not get Negh'Vars coming in? Simply put, for you to get the 2nd yard ships to start coming in, your winning streak would of course need to last at least an hour or two. But one loss will not kill it. Just that one loss will just take away a set quantity of honor. And you'll have to win many more battles to gain the honor back.
But of course if you have been fighting for a full 6 hours and massing large late game fleets. Then what would one Negh'Var that joined you change? So in eventuality you might get one or two, just it would be very rare to ever happen.
But sitting still and building fleets won't help keep your honor. Without action, the incoming warriors will lose their interest. So you have to keep the heat of war burning.

you forget the dominion ally shipyard still makes miranda II, so clearly still in service. just tweaked.
the old miranda cruiser doesnt carry anything more then 35 people anyhow.
if they are so wanting their own rpg star trek type, then i would say a wiki and a campaign be created along with a couple of cutscenes to keep the confusion like that down. but that requires a few good people to get that right.
but going off topic.
is one ship every 5 minutes useful enough for anything though?
if you think about it, you can build what? 6 b'rels by the time you got your next ship? and how long would it take before any attack begins? you would get maybe 3 ships, by random 2 b'rels and a k'beajq and end up with no real gain. i would think a ship any sooner then 3 minutes is pushing it, and cap it's limit, meaning like the feds, use a couple of old cruisers that can still perform an active role one last glorious battle and send it into retirement in an blaze of glory to completely phase out the old ships. i would think that would hold some value. if it's a standard ship i dont really see the effort as the b'rels and k'vorts are easily destroyed.
for the higher end ships a longer minute delay would need to be added to offset and like a veteran status, a certain ship can be called in with a certain amount of points remaining, the bigger the ship the more points are consumed. like 30 points, the negh'vars consume 11 points and the luS'pet consumes 8 points for example and so on.

Or have a honor scale, greater honor gives you better ships.

The Miranda-II isn't a Miranda, it's a seperate class of ship that only follows the same basic physical shape of the original Miranda. A homage to the original, just like the Excelsior-II.

I think the idea of warriors lending their aid to battle has been brought up before. Once every 6 minutes is just a number that can be changed. Don't poo poo it just based on numbers

the idea was that it would be a random interval. Beside the fact that id take a free ship every few mins anyway.

The idea is creative and I do like it. The numbers need tweaked a bit. Sounds like a combination of SFC and the one Romulan building....Tal'Shiar or something.....the one that uses sleeper agents. lol...you can probably tell how often I play Rommies!

intel centre it used to be more powerful, you could choose the target. and it had enough energy to kill several ships

I think this idea is very clever, but I'm afraid it would make the Klingon's way too powerful. The reason they have a supply restriction is so that they can pump out a bunch of ships, use them, and then have a delay until they can pump out ships again. I also don't really see the point of getting one b'rel for free every 5 minutes. What about late game when you don't need a b'rel? They are so cheap as it is you might as well just get extra resources.
Now for the placement of the Klingon Hall, I think that if/when the trade stations make an appearance it should be placed aboard them.

it wouldnt be a lot of supplies but some, also the ships are not ment to be a main feature but like an added bonus.
