I'm going to discuss this with both Federation and Dominion in mind.

It could be edited in small ways between race, with Fed and Dom as examples. Perhaps the extra costs are more supply heavy for the Federation, and more dilithium heavy for the Dominion. Ie, 9 di, 5 tri, and 4 supply for feds, but 12 di, 5 tri, and 2 supply for Dominion. If we gave this to Klingons (which is something I can see within reason, as they have huge fleets) it could be 15 di, 7 tri, 0 supply. Or within one race, these numbers can change between avatars reflecting certain experience and skills within the race that diversifies.

Example: Dominion. I read the Son'a are coming in? Perhaps we have two build able s'ona ships that come into play here. To build a traditional Son'a ship it costs a specific amount say one of their ships goes for 710 di, 198 tri, and 19 supply, but now that they ally with the Dominion, a new trading route is opened, access to new yards in key star systems is developed, and the costs changed. The dominion can build their ships much faster, but they have to increase the resources expended to do it. Hence, the above comes into play.

While for the more traditional breen ships, the costs are different, perhaps less to build their ships on mass, but still at a higher cost, but either less or more than the Son'a avatar.

Again, with my last post, depending on what is going on with mixed tech... this could find its way into that.
