ive seen in DS9 that they sometimes said "to hell with the romulans" and used it anyway. oh..i read ina book that other defiant class vessels had a cloaking device installed. keep in mind that the feds had a rom cloaking device to do whatever they wanted to with. they obviously copied the design and improved it and put it in more defiant class vessels. the ammendmendt to the treaty of algeron stated that only the defiant class vessels could have cloaking devices.

All Defiants had a cloaking device? An amendment to the Treaty of Algeron??? I don't think so buddy. If all Defiant class ships had a cloak, then why didn't the Valiant use it to get back to the Federation when they were trapped behind enemy lines in "Valiant"?

Yea I don't wanna see all Defiant class ships with a cloaking device...but I wouldn't mind seeing the Defiant herself with a cloak....would be pretty cool. But as most said...it serves no purpose as except to scout...but you wouldn't wanna use the Defiant as a scouting ship now would you?

the amendment of algeron states that only the USS Defiant is allowed to use a cloaking device. the romulans did never give the federation the blueprints of the cloaking device so the federation can not reproduce it (and don't tell me they could have looked at it and saw how it was build and how it works.. if that would be so easy we would already have the armada2 sourcecode )
