The Kazon are far away from being as advanced as major empires, especially in common alpha quadrant technology. Simple reason why the trick worked.
I just don't think those holo stations or ships would make a lot of sense in a war between technology advanced participants.
It could make sense though as a single feature for hero ships, minor races, or as some kind of feature that only works in early game, and gets VERY easily countered later (like the breen weapons in the dominion war).

2) any fool could notice enemy weapons are doing zero damage
3) its not believable that the kazon weapons impact the hologram and dont just fly straight through them. as if the kazon weapons just impact then this hologram is really tough and why not just project a holographic hull over voyager if holographic ships are so tough? it would have been better to have the beams just pass through the holograms, then the kazon would realise easily

They may have had Seska, but she is just a woman; the Kazon likely ignored her because of that, they've done it before. I wouldn't think a race who see a line on the floor as a 'prison' to be smart enough to see through the 'got your nose' joke.
Maybe the weapons did go through, but sensors sent false data? Sending false data to the enemy is well within Starfleets ability.

Then why would they need the holoships at all?
And, just in case you opt for "because someone could just look out a window", then consider that those who look out of windows would see the weapons going through the holoships too.

Well, I was actually going to say 'because they can'. Most stuff in the show is usually done in a way could probably be less flashy than it was.

the entire plan was hers, all the planning was done by her, they listened to her for their minute details on how to execute the plan as evidenced by them using a cardassian formation. she was giving them tech like replicators. obviously they listened to her, even if cullah liked to remind her she was just a woman. if she pointed out to him something to avoid them getting their bums kicked, he would listen.

the weapons didnt go through, we clearly saw the ships absorb the weapons as if they were tough as real starships, even tougher still, since the furry rat ships were weak compared to the kazon.

but lets assume that was a vfx error and the guns did go through. voyager would not only need to fool them into thinking stuff was there that wasnt (shield impacts) but also fool them into thinking stuff wasnt there that was (beams flying off into space) and hope that no kazon looked out the window. they would also need to fool them on life signs, power signatures, engine exhaust etc. thats a lot of hacking. why stop at a couple puny furry rat ships? make them think voyager is in a different position so they never hit the real ship or other stuff.
and they didnt even mention hacking the kazon sensors, just using holograms.
also (as evidenced in that linked video) the furry rat ships just magically appeared in the middle of battle, and the kazon somehow fell for it. did they think the furry rats invented cloaking devices and decloaked slowly one by one followed by a voyager crewmen decloaking in space (which they then decided was a serious threat and shot at him :( )? they cant be that dumb, not even one of the cheapest and dumbest bad guys in sci fi history are that dumb.
