Yep the AI can currently only use one Avatar. As we will extend the AI in the next versions this problem will be solved and the AI will get a wider arsenal of strategies to chose from (as said before the AI is the less developed feature, yet 
)

well the AI in a2 was never intended to make choices but to do everything in a very specific order.

To bring that idea up again where I think it fits better:
What about replacing the avatar-photographs by insignia/symbols/icons (whatever you want to call it ^_^ ) of their respective factions or organizations?
So I could imagine the symbol of the UFP instead of Mayson's portrait, maybe a Section 31 (But they don't really have one, do they?) icon instead of Risner's.
Simply the Breen-symbol and the Dominion-symbol instead of the Breen and the Vorta.
There could be a symbol of the House of Duras and of the House of Martok for the Klingons and so on.
And at last: replacing them wouldn't mess up the FO-Storyline.
Actually I really don't mind having portraits! But please replace Jadzia's...
