Fed 3rd Avatar Idea (Vulcan)

  Following TCR's Avatar Idea I got a spur of creativity and decided to make my own :).


Using Kim Cattrall's character from ST: VI (my favorite Trek Movie :D).

  During the Dominion War the Federation saw some of it's darkest hours.  Few times in it's history did the United Federation of Planets face complete and total collapse in the manner they did at it's most critical point during it's most pivotal conflict.  During this time Starfleet was stretched to it's limit in order to bring every single resource at it's disposal to the playing field.  (Former) Lt. Valeris was approached while in the custody of the Federation's political incarceration program and began working with diplomatic officials to bend every scrap of clout the Federation had to it's highest degree; benefiting from her unique perspective and ingenuity in the face of it's gravest threat.

  Drawing on the Dominion's ability to make immediate inroads amongst even the most slightly disgruntled neighbor of the Federation, Valeris' first motion was to enact a series of powerful economic and scientific co-ventures in the field of combat science.  Logic, as it was, demanded the combination of the best scientific minds not only throughout the Federation, but in line with those amongst the systems hesitant to join the Alliance for fear of the Dominion. 

  In secret and utilizing Starfleet's vast resources, Valeris began a network of "silent communication" between Starfleet's development division and the top scientists amongst the Alpha Quadrant's neutral powers.  From this extensive inflow of knowledge and expertise came technology that reduced the Federation's reliance on their own resources and greatly improved their ability to field technology on par with the Dominion.  Though not a proven fact it is wildly believed that, due to Valeris' network of information distribution, the unique properties on the Klingon Bird of Prey at the 1st Battle of Chin'Toka were identified, analyzed, and adapted to based on (former) Lt. Valeris' chain of scientific criticism.

  As the results of her contributions began to show immense returns during the conflict, (former Lt. Valeris was reinstated as part of Starfleet.  After the war began to wane, her diplomatic expertise did not falter and helped usher the Federation into a new period of technological advancement without the urgent need of battle.  Cardassian, Tholian, and even Breen technology was enveloped into the Federation's scientific fields despite their former friendliness with the Dominion.  The result became a rapid increase in which the speed Starfleet could adapt to new threats and improve their technology.  Valeris became an Admiral upon the completion of a treaty sharing technology between the remaining Breen Confederation and Starfleet.  The Breen not still remaining in Dominion territory were nonetheless eager to recoupe their losses and align with the Federation by enacting a treaty revealing secrets of their energy dampening weapons first used at the 1st battle of Chin'Toka.



    Admiral Valeris' Bonuses:

  -50% cost reduction on all support vessel researches.  (Canaveral / Remore research levels 1 and 2 ).
  -10 - 50% Cost reduction on all non-support-ship combat researches based on practicality (Hyper 50% / Proxy 10% / Tri-Cobalt 25% / Defense Patterns 50% / etc ...).
  -Nebula Class (warpin) suffer only a 25% combat reduction while scanners are activated.
  -Galaxy Class (warpin) gain the "Probe" ability from previous patches (cause I liked it :D).
  -Critical Shot (Defiant) has 35% reduced shield damage, but disables weapons + another random sub.
  -Pulse Platform gains Fast Tracking Computers.
  - Excelsior I vessels now fire Breen-inspired Proxy Torps.
   
  • Damage increased vs. Battleships by 20%, reduced towards small by 20%, reduced towards stations by 40%.




      So this is the beginning of my avatar idea!  No bonuses to small or large yard like Mayson/Risner, but a major reduction in researches to hopefully allow a more dynamic approach to dealing with the kind of counters the other avatars allow.  My guess is that, while Mayson / Risner avatars help out the Chassis lvl 1 and 2 ships, the loss in stats for Valeris' Avatar will allow a faster gain from special weapon values than the others.  Hopefully the more accessible researches will allow slow, but more micro-intensive advantages.

      I'd kind of like the idea of the two supports (Canaveral and Remore) gaining slight bonuses from their special researches to help them become more viable combat ships as opposed to simply supports.

Yes it would be, would this warpin be unique this avatar or would all the Feds get it?

hehe, well the New Orleans is listed in the Project Progress as on *To Do*, but who knows what that means :D.

  I have always wanted a Warpin Support vessel and thought maybe this would be a decent way to implement one :).

Ya know i like this idea, i kinda think the galaxy ability should be different, but its good, although seems slightly op.

Hmm if you need a different support ship try a vulcan one, as she is vulcan

May I ask what seems OP?

  The cut in special research cost is intended to make up for the fact that Valeris' Antares Yard ships get neither +3 defense like Mayson or +2 offense to her Akira / Intrepids.

  She also gets no increase to her Eraudi yard vessels like the Excel 2 or Remore - Phalanx like Risner does.

50 percent cost reduction in support ships is a bit much dont you think? remores costing an intrepid? norways and canverals costing sabers?

Ah! Sorry!  I meant it to say 50% reduction in support ship research COST.  I think that I wrote that.  I'll go back and make sure that it clear :).

  Basically all the researches to make ships stronger are cheaper.  Valeris sacrifices quantity for quality.

i like this idea but im not sure about the part with a treaty sharing technology between the remaining Breen Confederation and Starfleet ....because in fleet ops the breen are still with the dominion.

The Breen are with the Dominion, doesn't mean there aren't smaller groups unnappy with that alliance.

this idea is really nice, it does kinda seem like a romulan thing though, i always wanted to see the roms have the support/spw dominance.
