so the likelihood of a small ship fighting medium ship it would be less likely that the medium ship would hit the small ship  :D

This sounds like a great idea (actually I love it, as a nice sized step toward making Flops uber "realistic"), but wouldn't it be too complicated to implement with the current game engine (have to make a lot of rules for flying around enemy ships...)? Sorry, just being the devil's advocate.
