Orions are just pirates lol, and of course nausicans are their own race, their just part of the federation.

well if thay are wich i cant see the fedration makeing tham part of thare oganation seeing how the nausicans are evin if thay are some thing can be made up thats not a big problom. The Orions i think cood work kanda make it look likr the cardys teemed up with pireting groops to help bild thare empiere back up fast.
