Well, the borg are awesome in combat as they are, but they might need some additional points on their stations.
What about installing weapon and defense modules like in outposts for them? Sure, in order to outbalance it, it should come at high costs, but I think the borg (and the romulan) defense stations are a little bit underpowered.
