Have to agree, romulans nowadays seem to be a little underpowered. Maybe i am still not used to 3.06/3.07 but since the patch romulans mostly meant lost game - and that pretty early (MP problems: early Assimilator, aggressive Warp In or masses of klingons)

If indeed we are to give romulans a boost then we must consider the range advantage they possess.
As far as I am concerned they are pretty fine atm given their sizable range advantage.
However to take up where other threads related to Rommies left off, a range oriented firepower increase and degredation will certainly be in order, where if the same ship attacks from close range it gets an added bonus to its shots, whereas if it attacks from a distance the firepower degrades.
This would be the best way to address both facets of Romulan firepower's spectrum of debates.

I saw one problem right away with your secondary base.
Defensive upgrades to your starbase are crap compared to offensive upgrades. Get both Offensive upgrades and your starbase will withstand far more threatening attacks than with both defensive upgrades. The fact that it uses Beam, Pulse, and Torpedo weaponry as well as multitargetting at range lets it be a threat to nearly any ship. Also, 4 romulan turrets vs AI? Try a minimum of 5 on each side of the starbase with a pair of sensor turrets on each side. (the reason is that the AI targets sensor turrets first when it can, which buys your starbase and offensive turrets more time to hammer on them.)

Make a boost depending on the games lag. +5 defnsive value for each second delay would be fair.

Maybee the turret should only use one field of buildspace.
Because it is week it is build in large numbers. If it takes less space it would better fit better to its low cost and weakness.

i would love to see a second turret with the shield recharge function to compensate the malus of "two small turrets are waker than one stronger" (even if the added stats are equal).

The basic issue is that Romulans are horribly unbalanced against the AI. Romulan advantages are harassment and micro managed powers. The AI doesn't care about harassment, and can always micro better than you, so rom vs AI is not a balanced match. Against another human, however, that little harassing cloaking ship around their miners completely upsets their strategy and makes it nearly impossible for them to do anything but defend against harassment.
Although I do agree that rom turrets are weak they do have one specific advantage that other races lack, build a cloaking generator (much easier back in the credits days when it wasn't cloak or intel but rather cloak or another tavara) and then, with proper micro, cloak each turret that loses shields. That's what makes them decent.

i still think romulans are too expansive compared to other races - warbirds etc

yeah, got to agree a bit here. on the shows it was all about the warbirds. and in FO most games are over when the griffin-class ships enter the arena.
is it possible that there will come a general overhaul of the romulans one day? like, lets say, getting rid of a few of their base-classes and put the extra refits on the shrikes and the d'deridex? cause they are like the representation of their empire, in their everlasting design.
i dunno.. i love their playstyle in general, i just think they have to many shipclasses.

The Romulans are getting a redo soon, and a new ship.
In the shows it was all about the warbirds probably because of low budget, atmosphere etc. Just like with the Borg it was always about the Cube. Or with the Federation it was always about the Enterprise [insert class]. Please don't compare the shows to the RTS--there is no comparison and if we just followed what the shows would be, no race but the Feds would have a tech tree or more than 2-3 ships.

nah, anyways, i just said it atmosphere-wise you know. i just love the d'deridex warbird for its beautiful design, and cant use it that often, thats just a lil downer
