Can't say I really agree either  . It's a strong ability - if used super freaking well, but it's quite hard to use it that well. Not only do you have to stay on top of those enemy ships and keep your ships there too, but it will give away your position if you are on the offensive and cloaked, it costs a fair amount, and it deprives you of a scout.

Talon Refit: 226 dilithium, 79 tritanium, 9 supply.
Rhein Phaser: 320 dilithium, 147 tritanium, 19 supply.

Doesn't seem like much, but keeping the cloak may be a better idea.

Personaly, I say make the talons cloak detect be a tech that gets researched, THEN you can upgrade it.

Early on, it removes the cloak detect advantage, later on, minimal change.
