It does make a huge difference. If the AI doesn't use resources or supply, then how can you measure game balancing? You can't because the AI doesn't follow the same set of rules players do. As I understand it, the AI does not function correctly when you apply player rules to it. You are correct to play strengths vs weaknesses. However, its not very balanced if you see someone playing Klingon, so you pick Borg, so you have a stronger chance of winning the game because of resource management. If that was the fun part of the game, I'm sure we would all have the most fun if the devs made a text based Wall Street simulator.

My temporary solution is to put vets and double golds in their own group and have them switch to healthy ships, while the damaged one is finished by a low ranked. Not a perfect solution, but it helps. I'd love to see something like Boggz's suggestion happen, or some way for them to gain supplies. If anything, maybe double golds and vets can generate supplies, but that's not a perfect solution either.

Maybe double golds and vets generate supply at a slow rate because they attract new warriors to the Empire's cause. Bring out the bloodwine!

If the rate were high enough it might be ok. You're still losing supplies from rank up, but I am all about blood wine!

Maybethe equivalent of an Assim Incubator? Granted you're not getting supplies from the Vet's kills anymore, but the fact that most Klingon Vets are pretty badass in their own right might make up for that.

I've just thought of an evil way to get supply 
What if you gained a large amount of supply (say double the vessel in questions cost) when a veteran....dies.
It would be a pretty awesome way to show that klingons never die for nothing, and that losing to a superior enemy is very honorable, so the the rest of the klingons in the galaxy think you are awesome.

How do you handle the fact that if a Negh'var loses to...say...a scout by fluke (barely won his last battle, gets ganked by a Talon), he suffers grievous dishonor for such a pathetic failure as to lose a Negh'var to that?
For the sake of dev sanity, and some semblance of Klingons, I think loss of ships should stay out of the equation.

A vet neghvar though cant lose to a single scout. If it a vet dies, it is always due to greatly outnumbering forces. I think it could work, but I want to hear other people's opinions though.
I guess it is possible for a dode or detector to hit a retreating one with some adapted torpedoes, but I think that would be pretty rare.

You're forgetting Negh'Vars that win or flee with shields down and barely any hull left. Scouts can easily kill them in the such conditions, pretty much anything can be killed like that. Current status is more important than full-strength.
Saying that it can't happen is like saying a badly beaten person that can't even stand or see properly can't be beaten by someone normally weaker than him.

You could also kill your own neghvar for supplies that way.

I'm saying only for vets though, who would intentionally kill a vet for supplies? I was thinking it would only be worth doing with a suicide attack. But myabe it wasn't the brightest idea.
