hm, i agree, that they need a lot of micromanagment before you get a reasonable shipcombo out of the yards, but the point where you get accress to the generix and the first warbirds, your oponent needs a good mount of ships to stop you, as a romulan.
and playing lousy with the others and still winning.. i dunno.. i have a hard time with the klingons or the dominion when i play against the ai. so i cant really share this opinion.
i just played a IA match against a dominion AI, and they had such a big fleet at their base, that the game crashed, when or right after i attacked them, cause roundabout 60battleships plus support came out of nowhere and killed my 2 mixed klingon fleets from k'vort to negh'var (plus a couple of vorcha and a few support ships) in about 30seconds..
