Yes i know theres a thread running around about this but i cant find it.
As we all know the borg in V3 are weak in the beggining, (and later to) and need some changes, here are my thoughts.
1st of all i think the borg mining ships should be like everyones else, they cost alot and to mine more then one isnt very good, and also the mining sation should be able to be placed
now the main problme, suplies suplies suplies suplies, everyone memorized it now? good. I had to build over 15 supply station things and even that wasnt very good, it takes up way to much space. I think that you could easily solve the borg problem if you could just purchase them like every other race, or at least make it 3supplies every ten seconds cmon!
Also bring the costs down a bit
Now the other thing is those little borg numbers, like 100 you can build a cube and 4o a sphere, yeah take those down a bit the first half is okay, but i think it should be 30 sphere, 40 pyramid, 50 diamond, 70 cube
or you could just make it like other races, with the reaserch stations "unlocking" the other designs
now one problem i have that i dont think other people have thouyght of is this, for instance, a cube, you have 6 slots to fill up, can we make it so that we can launche them and then upgrade them later, cus today i was playing a game, and i had 5 out of 6 filled up and i didnt have enough dilithium for a 6th slot yet, (because the mining ships have to mine to 600 first, could we change that to?) and while i was waiting all of my supply stations(like 15 because, its one every 10 second like i mentioned earlier), save 3 were destroyed when i finnaly got the 6th slot i killed them. So i think thatd itd be better if you could launch bare, and then upgrade as needed.
Also all borg ships should be able to target two ships, but i belive you should be enabled to upgrade it.
My last thing is this. How do borg grow. Assimilation. Every ship should be able to assimilate no matter what, however i belive you should be able to upgrade this, just like the uprgrading of the weapons.
Oh sry that wasnt my last thing but it dose pertain to assimilation, i liked the ability from armada 2 that enabled you to take others technology, like the cube would go up to a akira and take its little red powerup torpedo thingy, and then that cube could use it.
And finnaly, transwarp gate would be awsome.

Yes, put back the Tech Assimilator, both the Ship and station version. The Borg in my game didn't seem to weak as an AI, they kept spamming Cubes and Assimilators! The only problem I have with them is the name of the Cubes; Shouldn't the ones with level 2 armor be called Tactical Cubes?
Upgrading at will, you mean like the Tavara and Starbase's?

hm, to be honest, while i have to agree on the supplies-part of your post, and its true about the slow and expensive earlygame, i dont like the other ideas that much.
i think theres two methods of balancing them
- making everything cheaper n quicker to build - which is a bad thing in my opinion, cause that will lead to spamming ships like the other factions and i like the unique feeling of them.
- buff / upgrade ships and stations - i think thats the right way to go. this will maybe lead to other balance issues in lategame, but will help them in early game alot,
and theres another problem on small maps:
the huge buildings - while i like the fact, that they are that big, its hard sometime to place them on the map, mainly caused by nebulas. and i got an idea for that..
there was a small "addon-mod" for the stock a2, which allowed the player to build in nebulas. adding this feature for the borg wouldnt only help them to get rid of this problem, it would also be canon (voyager - endgame episode
) and they wouldnt be affected that much by the nebulas, since they dont use shields.

You'd have to be careful to avoid the damaging Nebula's. It would take a long time, but they could even destroy the Borg.

i got to say if you want to make it more borg like, then a cube should be able to take on at least 40 ships
so then the starting scout should be able to take at least 5

there arent that many maps with that kind of nebula. mostly its blue n green or the purple one

In my opinion the FO team made the Borg very good. I like everything about them but the fact that they don't really use transwarp. A transwarp gate would have been great, but I'm sure it's not in due to balance questions.

I just got an idea... why not relate the increase of supply with the number of assimilated beings? The more assimilated beings you gain with assimilator beams and holding beams the higher is the amount of supply you gain per 10 seconds.
Global Assimilation | Incubation Matrix Properties
0 individuum assimilated --> 1 supplies every 10 secs
250 individuums assimilated --> 2 supplies every 10 seconds
500 individuums assimilated --> 3 supplies every 10 seconds
1000 individuums .... and so on

But what do people have to do with ship supplies? Plus, what if a person decides to use the optimisation avatar, wouldnt that put him at a disadvantage? And lastly, what if a person decides that he wants to destroy a race, wouldnt this limit the Borg strategy a bit?

hmm interesting ideas, but i agree i dont think the people thing would work, and heres an idea, instead of makeing the supplies makers thing, put out more, lets just make the ships and stuff cost less suplies, that has to be easier to do

This would count for Assimilation Avatar only. Optimize already got an upgrade which is good enough. If you want to destroy an enemy stick to your Incubation Center with 1 every 10 secs and build hundreds of them if you like... this would not limit your freedom at all. Not the one you have atm.

In my opinion the Borg are fair enough the way they are right now. No other race has the ability, enough supplies and resources available, to almost pop up new and powerfull vessels with just a few clicks.
I dont want to imagine the AI nor a player to spam Cubes. I think the price is right. Assimilator-Spam is annoying enough

Another issue with the Borg. If you don't have ALL the resources for a single ship, you can't build anything. Aka. If you try to build a sphere and don't have enough for all the modules, you are stuck with a half built completely defenseless piece of ship (t) ... 
Thus it doesn't matter how powerful each Borg ship is, once you start construction, you have to finish it (there is no cancel), and thus you cannot re-allocate resources in the middle of a battle: essentially making you stuck with absolutely NO fighting capability...
