A 5% chance of self-inflicted damage sounds quite reasonable. A race who will ram their ships into the enemy at the drop of a hat is not the kind to shy away from ignoring safety to squeeze a bit more power out of their weapons.
As for predictable; that type of game is far too boring to be worth playing. If you like predictable games, play stock A2.

predictability in general is good. you should be able to know the risks when u choose a strategy.
so a moving black hole that randomly destroys one of your ships every 5 minutes is crap, cos u cant change strategy to remove the risk.
but with hsa u can change strats and remove risk.
just like bug ramming, that sometimes fails, making the bug derelict. so if u dont want the risk, dont ram.

i prefer some random chance if it doesnt ruin predictability lol.
the random chance shouldnt happen until after u have decided on a strat. u should be able to switch strats to change the random chances.
in this case random chance on hsa is good as u can build something else.
but random metior/hail shows from the rougepelt/gelidus worlds in total annihilation/core contingency were pants. on the hard levels gelidus was nearly unplayable.
all in all i prefer games of skill, where the better player usually wins. id hate to win, then not be able to feel like i done good.

I'm not a fan of dice rolls in a strategy game, however I have a small idea to fit into this. The dominion gimmick (for lack of a better word) is prototypes. So what if upon construction, the HSA has a prototype designation. During this time it has a chance of failure when firing, consequences could just be plain damage or perhaps random sub-system failure. After ranking up once, you get the option to upgrade it for a Resource cost (numbers arn't my strong suit, someone else can determine whats balanced.).
In addition to whatever normal boost it would get from rank 1, it also becomes a production model and no longer suffers a chance to fail. Perhaps you could also cut the current construction resource cost a bit, then have the upgrade to production model cost the rest.
