You said you were using Windows 10, were you using dgvoodooV2 or dxwnd to run your game? I was unable to replicate your issue, but if you were not what were the steps you went through in order to run Armada besides the 1.3 patch?

hey!
I will be detailed and thorough.
I installed armada 1, patched to 1.1,1.2,1.3, then I downloaded the files given by the o.p (where it said SOLVED)
Copied and pasted dxwrapper, ddraw, and woninterface files into the Armada 1 main directory.
The first time I ran the game, I chose the first fed mission. The map had units and the interface worked, however the minimap was all black, and there was no grid, building tiles, or background. I saw planets and nebulas in the opening cinematics but they werent in the gameplay. Restarted my computer, updated my intel graphics driver, and restarted again. the issue was no longer present. If you want screenshots, another user had posted them saying the same thing as me.

Neumann1701 posted on pg 4 had the same problem. I am curious as to how to fix it if it happens again, but no rush cause It's working now. Thank you!
