Sound File Too Long

ok well i've been working on debugging a friends mod and there seams to be an issue with sound file names being too long and randomly crashing FO

I can confirm that this was the cause of the random explosion crash errors I was getting repeatedly for the last few months in my mod. It seems if a sound file for an explosion has more then 8 characters in it's name it causes memory issues until the game decides to crash. Other weapon sounds and voices seem to be be able to handle names over 8 characters though.

yes, the explosion sound files are limited at 16 charactors (including file extension!)
