If You want to add the warpins, find the Federation Construction Ship odf and add the micinaly yard to the build list, then just dubble check that it has a tech tree entry and set the requerment to Zero. That Should Be it (The Micinaly Yard odf is under fed_Micinaly or somthing like that)
