I am new to this, and apologies if I am asking a dumb question.
I cannot get the prefab components to work. When I build a Romulan shipyard and research the components, after the research is complete it still costs the same amount of resources to build the turrets. Am I missing something?

probably. if the ability still exists. they may remove it.
not many people even build the romulan turrets anyway. their most fun use is having them cloaked, but that's terrible etiquette, as even when not visible to an enemy player, they can cause huge frame rate issues.

I actually find them to be more of a liability when cloaked. I tend to build starbases because they are more cost effective but if I see one getting hit repeatedly I put some turrent around for some extra oomph. The problem with the cloaked Romulan turrets is that they are ignored by the enemy ships and they focus all their fire power on the starbase instead of spreading it around like they do if its a klingon or fed starbase with some turrets around it. I actually tend to get more use out of the intelligence center than the cloaking station.
I would rather see some sort of bonus other than cloaking such as maybe having some sort of scrambler that causes other ships to miss them more than other races turrets. Its in the same theme of messing with your sensors that Romulans love to do but it doesn't have the downsides of the fully cloaked turrets.

It only affects the supply cost not all three resources. It works for me everytime.

Ah yes, 086gf is correct - been quite some time since I checked our ancient tooltips for ODF validity -.-
