In a previous version of Fleet Operations, I noticed that two of the stock A2 commands were broken. I believe it was Fleet Operations 3.1.5

- crewAccumulationRate (you can set it as high as you want, but you won't gain any crew)

- RecyclingFraction (would like a configuration setting to allow this command to be re-enabled)
These need to be fixed to increase the compatibility for stock A2. Because having these commands broken really hurts the compatibility for stock A2 gameplay. For the recycling commands, maybe program it so if there is no value, use the commands in the .odf file, but if there is a value in the .odf file, use it instead.
