minor romulan build menu bug

after researching prefine defense components at the staryard without building a research institute two different versions of the spy satellite are available in the build menu ( see here )
after building the institute only the second one is available
tested with both avatars but only appears with mijural

not something really important but maybe you want to know it

yep i think the first one is the one without the upgrade from the staryard

yep has been fixed with 3.1.2
