Yeah, the way the devs do it is kind of a cheat.
Their program manually adjusts the coded values of every ship that has a pasive to meet its requirements. The passive weapon doesn't actually do anything but give an icon and a label.

Ok so there's no point to actually putting in a passive if all it does is give an icon. For my new ships I don't have build buttons or ship background images etc. unfortunately i haven't seen any build button/system background packs for different ships specifically for FO, so there is no reason for me to put in passives if it doesn't actually change anything. I have antimatter containers on my veteran constellation and i have the special energy in the ship odf set at 155 i was expecting to have 455 with the antimatter container. Is it the same thing for the shield passives to? Like optimized shields don't actually provide resistance against beam/pulse/torpedo weapons?

All the passives tend to work that way. Ones that reduce damage (like the Optimized Shields) also need changes to the odf to work, all affected weapons in this case.
