How the AI builds Klingon Field Yards?

Looks like I'm keeping this thread alive :D
Anyway. I noticed that as soon as the Klingon AI builds a fleet yard, all its extensions spawn in instantly. I wonder how it does that. First I thought there is a producer or a replaceweapon of some kind but I can't find anything like that in the field yard's ODF file. Is there anyone who figured this out?
