just to make sure:
1: stock armada II is uninstalled
2: you have the armada II disk in the drive while installing FO
I'm not sure what else could be the problem, have you tried compatibility mode for the installation?

In the interest of time, check any of the (by now numerous) threads that deal with Vista problems such as Star Trek Armada II: Fleet Operations - Updated beta loader - Vista compatibility

Calm down
.
First off, are you trying to install Armada II or Fleet Operations?
Secondly, if it is Fleet Ops, you can either follow the last few things written on that thread I posted... or you can read the OP and replace the .map thingy (assuming you have an xp computer available).
I can probably help you further but I kinda need to know what you have access to

Do you have access to an xp computer anywhere? Friends...family... a library?
I don't think I have the software to take pictures, but maybe some of the other people here will be willing.
...but really, you don't need pictures, just search for those file locations.
Assuming you installed Fleet ops on another xp computer and ran the patch and media files, copy those (using a disk or a flashdrive or a LAN connection) into your My Documents folder for the vista computer. Then dowload the zip file provided in that thread on the first post, right click and extract the zip files and replace the files inside the folder Star Trek Armada II, inside the Activision folder.
