Cloaked Fleet = Huge Fps loss

I have had this problem for a long time, it's persisted since probably 3.1 was released if not 3.0. Basically if I am playing a race that can cloak, or have captured ships that can cloak and cloak them I get a massive FPS dive. The bigger my fleet, the bigger the drop in fps - cloaking one or two ships doesn't seem to be an issue. it only seems to occur (or at least, it only becomes noticiable when cloaking around 5+ ship).
I know it's tied directly to the cloak, as it happens as soon as I press the button then goes away as soon as I turn it off. Enemies decloaking don't seem to cause the issue, so I assume it must be somehow related to the in-cloak semi-transparent ship effects.
I haven't seen any mention of this, so I guess it's on my end. But I just have no idea how it's on my end, in the time this issue has been present I have changed entire computers once, changed operating systems 3 times, gone through 3 hard drives and 3 graphics card upgrades. I've fresh installed several times, when changing HDDs and when installing new major patches, nothing in my install is modded in anyway - it's pure flops. Anyone able to shed any light on this?
My current rig is as follows:
Win7 32 bit, 3 Gig Ram, Dual Core e8400, Nvidia GTX 560 Ti. All drivers up to date. I can run Crysis 2 on medium-high settings at roughly 45 FPS stable. And Flops plays at a flawless 60 fps not counting this one issue.
I'm currently using Flops 3.2.3. I know there's an update, but considering how long I have had this issue I somehow doubt that it will be the magic bullet.

Boggz plays on 50% graphics and has no problems...

Oh good so it isn't me then. I don't really play the cloaking races much, so I can simply wait for the fix.

yeah i get it too. its a pain since if i cloak my entire fleet i lose most of my ability to micro. i sometimes give them move orders and move the screen somewhere else, as if they arent on screen my fps is fine.
and if i go after cloaked romulan turrets i lose the ability to micro around them if i make them visible, i lose so many ships against sutee when he spammed them turrets. had to get 2 other players fleets involved to take em down.

Well, i'm playing on lowest details possible, and still got this cloaking "bug". Especially a bunch of romulan turrets seem to drain my FPS to an unplayable amount. Without cloaked units i've got stable fps with even hundreds of ships fighting each other.
So i'm kinda with op here. There is at least the need for a graphical option like "simple cloak".

if i play on half i still get the cloak lag. and i can play on full with fraps and fleetops works fine (except for cloaks).
