I have played many games against Borg and the thing which hit me is that it does not build Cubes - only Scout ones. It cripples Borg lategame that`s all.
I asked this once before. As it turns out it WILL build cubes. Try a long game, large map, and don't use unlimited resources. It is fickle about when, but it definitely will.
