i dont know if they is every race or just borg but if you research the ability to see cloaked ships and drop them stations even though your ships can see the ones cloaked no matter how many times you tell them to attack them they wont until they decloak, you cna fire a special weapon which gets them to fire one burst but unless it decloaks it wont fire again?
