Using the Klingon Combat Tractor beam?

The Charg'H (Klingon she-bitch only) Class can have a combat tractor beam which can lock onto ships even when shields are up.
Has anyone successfully used this to steal enemy ships in combat? How do you use it? Shields are still up so you would also need to pair the Charg'H with Vupta refits so the Vupta can board.
I see three useful things that can be done with it.
1) splitting up the opponents fleet and dragging them into range of your starbase/turrets/other ships
2) Trying to capture. If trying to capture then how would be best? They will still be firing on you so it seems dangerous to try.
3) Stopping them escaping. This seems like to be the intended usage. If a ship tries to cloak when you have the combat tractor locked on, can it do so? Can it escape the beam?

the best use is 3)
watch the look on that borg player's face when their sphere cant dance anymore because the red beam locks on.
it has a long time too, so can keep it still for long.
it can be used for capturing too. just wait till shields down, then give all ships transport order, the stop firing then. and the ship cant get out of range.
if they try cloak while beam is on, then transport too. the beam should remain evne when they are cloaked.

Does it stop the tractored ship from rotating as well? Could use it to stop forward firing ships from eating your fleet.

yup that works too.
use it on a tavara to cut down how much death it spews at you.
works on norexans well too.
not to mention any other directionally challenged ship.
the ai has the best use, holding a starbase still so it wont escape.

They must know something we don't. From now on I will combat tractor all stations. The AI is wise.

yeah I like to have 3-4 Charghs with one on high special autonomy.
