Reverse look-up Application for Counters/Passives...FO techn

I've been tinkering with an application idea for quite a while, that may be able to help newer players get a firm grip on Counters/Passives.
What I'm struggling with is how to take the guide counter tables here, Passives, and individual ship stats to roll those up into a single searchable database.
Does anyone know if such a table of raw data exists for each ship class?
I can create one from the three sources listed above, but it is going to take MUCH longer than the time I have available, and I'll have to change it every time a new version of Fleet Ops is released.
My vision is to create a small tabbable (use the "ALT-TAB" windows shortcut) application where a user could select their current faction, and what ship (or ships) the enemy is building. The application would then parse through the table, and return an appropriate "counter" with the passive details and warnings listed.
For example: A Romulan is playing against Federation building Monsoons & Intrepids. I'd like the application to return that an appropriate counter would be to build Shrikes and Leahvals....with a warning that Shrikes are countered by Intrepids.
This would give a new player a heads-up that they should pay more attention to microing the Shrikes in and out of battle, while letting the Leahvals just do their thing.

Such a table does not exist yet, but will "soon" (and will be automated too)

It's a guide specific task, and has been a work in progress for some time
. The community will be the first to know when it is finished, with a news post and the ilk
