Seems they don't. Structural Damage scales with defense, so it looks like defense of 20 gets no penalty, defense of 19 gets slight penalty, and so on.

That's why I reported it as a possible bug or tooltip error
. Doesn't make a difference either way though, the Frigate Refit still performs quite well against K'vorts

Hmm ... I have to say ... That against the Romulans a Taqroja player can VERY easily spam KbeajQ and do well. In fact I'm willing to say that UNLESS a Taq player spams Kbeajq they will have a very difficult time.
The Heavy Disruptor strat of staying decloaked to fire off twice in succession is just far too valuable and works against every ship the Romulans can field early.
Rhienn's may be weak to the B'rels TWA, but phase Plates renders that moot. A couple of heavy disruptors can pop the Rhienn before it even CAN hit the plates. The Disruptors also allow you to quickly finish off a Rhienn before it can cloak and escape. They live longer, have better range, and a special that works all the way around. Boom.
They also are one of the only real counters to the Leahval at the moment. Even though they take extra damage, they can stil overpower them with concentrated HD's and focused fire while escaping under cloak with strong hulls.
Spectre's, Frigates, all of them perform about the same against the Kbeajq and there's really no reason to build anything else.
You can build from 4 tops and really don't even have to. You save on yard expenses, you save by ultimately not losing as many ships as you would with b'rels or Kvorts, and you gain back more supplies by frequent rankups through HD.
No reason NOT to just use the Kbeajq now that all the ships are about the same build time.

thats exactly what i experienced...
maybe the KQ special should disable energy regeneration for some seconds. This way they cannot use it that frequently. How do KQ perform against other races?

Not sure, but I would assume they work just about as well.
The KBQ doesn't do very well against massed Bugs to be honest, so I built KBQ from the main yard and the Kahless until I could push out Qawduj, which did EXTREMELY well. The KBQ could pop a bug every once in a while with Heavy Disruptor or Torp Drone, but the ADAI just reduced the damage too much for the KBQ to actually kill.

That really includes all Klingon early game units at the moment, as they are all small-sized.
K'beajQ+SuS'a' or + Veqlaragh usually works wonders against Borg however, with the current exception being the vaunted Doca Dice.

both susa and veq have advantages, its a good thing they are in separate avatars lol. both do well cos of torps against borg. the susa does slightly better earlier on, as it fires more torps, each miss against a scube/probe isnt as bad as when a veq misses. also the special of the susa makes for good fighting against early borg units, people will sometimes wait too long to retreat borg units allowing last ditch assault to be triggered and get the kill even against fast scubes. veq does really good cos of those engine stopping alternate torps though. both are serious fun
i like the veq cos it has long range, but it is kinda weak defensively.

The Leahval will receive an ability to counter the usage of special abilities relatively soon. not in the next mini-patch, but as soon as we get some more content done
