Looking at the smaller map in the top-right shows the rest of the Federation and Klingon Zones.
The Federation and Klingons do seem to have the Romulans almost completely boxed in though. That does indeed lend weight to the idea of having a very important "Nuetral Zone" between Romulan and Federation Space. It also gives more weight to the Federation Blockade of the Romulan/Klingon border during the Klingon Civil War. The border between the two is significantly smaller than that of the Romulan / Federation Border.
