Have you seen what a huge number of women will put on, given the chance?  Not because they're told to, but because they want to?  Seems that a lot of women like watching men's eyes bug out of their heads.

When i think of Star Trek i think of TNG, something you would not see in there, also the strong moral background is nice to see still even today. I also think of DS9 again another period when a strong background was again shown.

This is a joke. They are making fun of the sex appeal factor of Star Trek. Don't take it so seriously. Trek has always had a certain sex appeal factor, it was only so blatant in the original because of social attitudes of that period, that is women were still not really considered equal to men and their place was still thought to be at home or behind a desk as secretaries (notice how it's usually women handing PADDs to Kirk for signature).

TNG also experimented, very briefly with a uniform which was very similar to those in TOS. I think we see Troi wearing it once, and some other background characters, but it was dropped (fortunately).
