I don't know if this is true, but real research on regrowing limbs is certainly happening, and the principle is the same as the "pixie-dust" article described where the body does have its own capacity for regrowing limbs.  There's a nice article in The Scientific American about it.  Apparently, though, you need some sort of cell stimulator on the end you're growing towards, so the process would probably involve laying for months with your "stump" in some sort of machine.
