In your group you have either 4 or 5 people other than yourself. You must play 2 matches against each opponent in your group. The matches do not have to be consecutive. Each player will have a win-loss record for example X-N X=Number of wins and N being the number of losses. The top two players from each group will be the ones with the highest win to loss ratio so someone with an 8-0 will win over someone with an 6-2. In the event that two people are tied for the second spot say they both have 5-3 records than they will have a sudden death match to see who takes the second spot in the group. I'm hoping to get the group stage completed by August 15 maybe sooner but hopefully not later. The top 8 players will move on to an elimination style bracket. How that bracket will be set up is my secret.

so did you explain the win conditions of a game? Is it till one player leaves or till all structures are destroyed or what?

A player wins on 2 conditions. A.The opposing player concedes the match and admits that its over or B. All of your opponents structures and ships are destroyed.

what if someone wont decloak their last scout (of course i would never do such a cowardly thing)?

that can be difficult if the person moves it around a lot.
intel report only gives a ping on the minimap, u then got to get a ship with decloak out there, by which time it could have moved.
it can drag on for ages.

If you use the explore or Search and Destroy order on ships with the ability, it should increase the chance of having a ship close enough.
It would drag on no matter what you try, unless you're Romulan with the Intel Centre.

If a situation like this arrives and your opponent won't decloak his/her last ship's than that would be considered a forfeit on their behalf. Remember your position can always be backed up by the REQUIRED observer

looks like the 2 weeks can wait! i just had to respond to this, so if an enemy had one cloaked scout left you consider that a forfeit? a forfeit is only valid when the opponent in question Surrenders not before. if the opponent who has already wiped out the enemy specifically who only had to scout, and they decide to end the match, they forfeit the round and in reality a match could go on forever until one side gave in.
you cant force the surrender when an opponent still has a chance of causing some problems and who says inaction is not a form of combat?. however you can bend the problem by adding a rule before the effect to prevent a forced surrender. in my case it wouldnt matter if you destroyed my entire base, to me i will fight with everything i got, even if it means an ally helping me by transferring a cloaked warship to cause damage to the supply lines to the enemy and if that isnt enough il start throwing rocks if i am left with nothing else

yeah but i could argue that your moral choice isnt my concern especially if a win is on the cards. in the long run it wouldn't make much difference to pretty much anything and respect makes little difference during a fight as your destroying your enemy.
but i just want to drag this issue out kicking and screaming so this situation wont exist and hopefully a solution is put in place.

Let me make this perfectly clear. I don't care if you believe that my "moral choice" isn't your concern. As I said if you have nothing left but a single cloaked ship or a scout that decloak it or concede otherwise the opposing player can drop and make a claim to me of what you were doing and if the Observer backs him up that you were wasting time just trying to be annoying than I will give the victory to your opponent.
This is not up for discussion. This is a rule. You can agree to it or drop from the tournament. Your choice. >:(
