I agree with Black Baron make it more of a confederation of people with like interests, lose the command structure and set up an open forum somewhere off the FO site. You can always ban certain people on your own site, but make it free for everyone initially.

I'm good on people, I actually have more people ready to fight at any given time then RFO usually, which I find odd.
