well there is plenty to explain on this. but the basic rundown is that almost everyone uses tunngle to play, as its been proven to be better.
go to tunngle website and get a tunngle account and download tunngle, the free version is what we all use. they will have a premium version later that wont be that much better.
install tunngle, then in fleetops go to multiplayer then push the button with tunngle written on it. tunngle will auotmatically start and connect to the fleetops room, you will have to enter account details first time. and fleetops will show the game list of games that are running.
no need for direct ip unles tunngle doesnt work.

read the basics in the guide. then ask to observe some games. and watch some replays. then ask some people if they would like to do tutorial matches with you, fleetops gamers are friendly.
you will probably lose your first few games, like with any game. dont get disheartened.
